Oskaloosa, Iowa – Because of a tax sale, the Mahaska County Board of Supervisors held their meeting at 2pm in the 3rd floor conference room versus their normal 9am start.

The Supervisors heard from Mahaska County Central Point Coordinator Julie Bak in regards to the Target Case Management Cost Report starting for fiscal year, being July 1st, 2014.

Supervisor Greg Gordy raised a question in regards to job descriptions outlined in the document. He was concerned that portions of the document did not line up with the County handbook. After further discussion, it was outlined that those employees are not County employees but are employees of the new mental health region. The cost report was approved unanimously by the Supervisors.

The Supervisors also signed the exemption to the region document. This was part of legislation (HF 2463) to allow Mahaska and Marion counties to form their own region. Under the guidelines, the two county region will work with DHS for 12 months to come into compliance to be a region of less than 3 counties. “If we can’t get all that accomplished in 12 months, they give us an additional 12 months,” said Bak. The measure was signed by Chairman Vander Molen.

During the Sanitarian Report, Mahaska County Sanitarian Eric Dursky asked the Supervisors about possibly updating a county ordinance to a 2 acre minimum lot size which is currently part of the subdivision ordinance. He wanted to explore making that for all parcels and not just subdivisions.

“In regards to the two acre minimum, that’s not really a health and safety requirement, really, is it? Is it more just a preference for lot sizes?” Asked Mahaska County Board Chairman Mike Vander Molen.

Dursky said that the county has several areas where the lots “are getting a bit too tight”. With the installation of a leaching system, “you’re discharging onto the neighbors yard typically.” Dursky said that as long as the discharge is back ten foot from the next property, it is legal, “but the neighbors have a problem,” said Dursky. “But at two acres minimum, it will at least allow enough leaching so it won’t be just a pool of affluent out on the neighbors property,” Dursky said.

No final recommendations came from the discussion.

Dursky also discussed the possible increase in permit fees for septic systems and contractors licensing. And reminded contractors that the new fiscal year will be beginning July 1st and they will need to renew licenses and submit continuing education requirements to him.

The board also heard the Conservation Report, MCARD Report. They approved a fireworks display for 1041 Cordova Ave on August 2, 2014.

The Board tabled the Setback Ordinance discussion until the next scheduled meeting.

Also approved was a motion to set a hearing date for a proposed Wind Energy Conversion Property Ordinance for the first scheduled meeting in July.
