Historic Preservation Commission Meeting Set for July 19, 2024

Oskaloosa’s Historic Preservation Commission will be meeting to review an application for 203 High Ave East updates.
OSKALOOSA, IA — The City of Oskaloosa’s Historic Preservation Commission will convene on July 19, 2024, at 12:00 PM in the City Council Chambers at City Hall, located at 220 S. Market Street. One of the primary items on the agenda is the consideration of an application for a Certificate of Appropriateness submitted by Carl Larson of Jaarsma Bakery.
The application requests approval to replace the existing storefront and wood-framed awning at 203 High Avenue East with a design more historically accurate to the building’s original architecture. This project aligns with the city’s strategic goal to enhance the downtown district, making it a more attractive place for residents, businesses, and visitors.
The proposed work is planned in two phases:
Phase 1: New Storefront (First Floor)
Installation of a new awning, sign lettering, hanging sign, and crown molding.
Addition of new wall kickplates, store entrance, windows, and trim.
Phase 2: Restore/Replace Upper Bay Window & Cornice (Upper Floors)
Installation of a new upper wall cornice.
Replacement of the existing bay window wall area with three new double-hung windows, columns, panels, and crown molding.
The staff has recommended approval of the application, subject to the submission of acceptable colors and material samples from the applicant. The proposal has been found to meet design guidelines by preserving character-defining features and replacing missing features with matching or simplified interpretations of the original elements.
The meeting will also review architectural design drawings and historical photographs attached to the application, providing a comprehensive view of the proposed changes. This meeting is open to the public, and community members are encouraged to attend and provide input.
