Oskaloosa City Council Approves Several Measures at March 17 Meeting

The Oskaloosa City Council met in a regular session on March 17, 2025, addressing a range of topics including infrastructure improvements, board appointments, and financing for upcoming projects.

Mayor Dave Krutzfeldt opened the meeting, which began with an invocation and the Pledge of Allegiance. Nathan Tarkelly, a resident, addressed the council during the community comment period, raising concerns about the condition of South C Street and requesting more permanent road repairs.

The council approved a proclamation recognizing March as National Athletic Training Month, highlighting the work athletic trainers do in the community.

Council members unanimously passed the consent agenda, which included approval of liquor license applications for Chuong Garden, Hy-Vee Oskaloosa, and the Mahaska County YMCA. The council also approved financial reports for February 2025 and meeting minutes from earlier in the month.

Additionally, payments related to the Natatorium at the Early Childhood Education and Recreation Center were approved, totaling nearly $60,000. The council voted to reappoint Scott Moore to the Planning and Zoning Commission and appointed Kathy Geren Christy to the Library Board of Trustees.

Several resolutions were passed, including scheduling public hearings for the vacation of a portion of South B Street, levying a special assessment against property on K Avenue East for nuisance abatement, and plans for storm sewer improvements at B Avenue West and North H Street.

The council held a public hearing and subsequently approved proceedings for the issuance of up to $3,105,000 in General Obligation Capital Loan Notes. They also authorized issuing $2,955,000 in capital loan notes, with corresponding tax levies to support the funding.

Finally, the council approved the second reading of an ordinance rezoning property at 1115 11th Avenue West from residential to general commercial, which will allow for expanded parking at the Musco Sports Lighting facility.
