Mahaska County Board of Supervisors Discuss Key Positions

The Mahaska County Board of Supervisors convened on Monday, August 5, 2024, at 9:00 a.m. in the Third-floor conference room of the Mahaska County Courthouse. The meeting, which was live-streamed and accessible via audio conferencing, covered a broad agenda ranging from salary revisions to discussions on county infrastructure and personnel changes.

Key Agenda Items

Approval of Agenda and Previous Minutes
Without amendments, the Board approved the meeting agenda and the minutes from the previous meetings held on July 15, 18, and 19, 2024.

Revised FY24/25 Salaries
After making necessary corrections, the Board approved the revised salary figures for FY24/25. The changes had been reviewed and corrected before the meeting.

Fourth Quarter Veterans Affairs Report
The Board accepted the fourth-quarter report from the Veterans Affairs office, with a unanimous vote following a brief discussion.

Actuarial Certification Engagement
The Board approved the engagement letter for the Iowa 509a Actuarial Certification, ensuring compliance with state requirements. The cost associated with the certification was noted to be $1,150.

Police Protection Services Agreements
The Board considered and approved 28E agreements for police protection services with the City of Fremont for fiscal years 2023/24 and 2024/25. These agreements were discussed as part of the county’s ongoing commitment to supporting local law enforcement efforts.

Infrastructure Projects: LEC Plumbing System
The Board reviewed and approved a design plan to replace the plumbing system at the Law Enforcement Center (LEC). The project, which involves significant updates to the sanitary and vent mains, includes several alternatives, such as the option to use PVC instead of cast iron and the installation of a grease interceptor for the kitchen area. The Board discussed the importance of keeping the project within budget while ensuring that all necessary updates are completed.

Bids for the project are expected to be due by September 13, 2024, with the Board planning to open and review them shortly thereafter.

IT Director Hiring Process
The Board discussed the process for hiring a new IT Director, following the departure of the previous director. The supervisors agreed to form a committee, including a representative from Heartland Business Systems, to review applications and conduct interviews. The goal is to ensure the selected candidate has the necessary technical expertise and fits well within the county’s organizational culture.

Economic Development Director Position
The Board debated the need for hiring an Economic Development Director. After considering the current efforts by the Chamber of Commerce and the limited budget, the supervisors decided not to pursue this position at this time, determining that it would duplicate existing services provided by the Chamber.

Public Comments and Committee Reports

The meeting included two public comment sessions, where citizens had the opportunity to address the Board. The supervisors also provided updates from their respective committees, with discussions focusing on ongoing projects and future initiatives within the county.

The meeting adjourned with a motion at approximately 10:00 a.m.

Next Steps: The Board is scheduled to meet again later this month to consider bids for the LEC plumbing project and continue discussions on county governance and infrastructure improvements.
