Carroll was born on July 8, 1925 in Lynnville, Iowa to Phillip and Vivian Meredith Dean. He was raised and educated in Grinnell, Iowa.

He honorably served in the United States Navy during World War II as a Seaman 2nd Class. He was the recipient of the honorable Purple Heart award.

He was united in marriage to Phylis Locker on January 26, 1961 in Iowa City, Iowa. The couple lived in Grinnell, where he worked for the City of Grinnell Street Department from 1968 until his retirement in 1988. Carroll was a member of the Grinnell American Legion. He did things his way until the end. His enjoyments included going to the casino and feeding the ducks at Arbor Lake in Grinnell.

He is survived by his wife of 50 years, Phylis of Grinnell; his children, Susan of Des Moines, Eric (Darci) of Grinnell, Meredith of Grinnell, and Garrett of Springfield, Missouri. He was preceded in death by his parents; and two sisters, Phyllis Matthews and Mae Grandstaff.
