Traffic Flow Along With Storm And Sanitary Sewer Center Stage At Council Meeting
Oskaloosa, Iowa – The Oskaloosa City Council met in regular session on Monday evening as they tackled storm and sanitary sewers, as well as traffic flow changes.
The council heard from MCRF’s MacKenzie McCarty as she presented their 3rd quarter report to the council which included the Mahaska County Soccer Club and their 200 participants. Trail Tram rides continued to be a success for the community with nearly 1200 rides this season, and tours continue through the end of October.
Upcoming projects include the solar system project that will kick off with the Sun Dome and new bathrooms and concessions at the soccer fields.
The Council then considered accepting and approving the conveyance of city-owned property located at 207 North G Street to Wyndell Campbell in the amount of $10,000.
In a past meeting, another developer had expressed interest in the lot as well, but according to the council, that developer no longer expressed interest in the 207 North G Street property.
Campbell also provided additional information about his proposed development, which includes over 4,000 square feet of retail and office space, with over $500,000 in total investment, and will bring approximately $12,000 a year in tax revenue to the city, and scheduled to be completed by the end of 2020.
The measure passed unanimously to sell the property to Wyndell Campbell.
The council approved the resolution approving the final plat for the Gateway Commercial Park Subdivision. One change from previous conversations was the change in the name of the road going through the subdivision. Previously, it was going to be called Gateway Court, and will now be known as Coal Mine Loop.
The resolution passed the council unanimously.
The council approved a resolution accepting the work of Drish Construction, Inc. for the 2017 Sanitary and Storm Sewer Improvement Project. The project included the reconstruction of over 4400 feet of sanitary sewer and 2350 feet of storm sewer main, and 44 storm sewer and sanitary manholes and 10 storm sewer intakes.
The final contract amount for the project was $2,001657.90.
The council approved a resolution to approve a professional services agreement with Garden and Associates for sanitary and storm sewer improvement projects in an amount not to exceed $85,500.
Approved a resolution implementing some of the improvements from the 2018 Traffic Study.
Those changes being implemented include a change from a 4 lane road along A Avenue to a 3-lane road, that includes a center turn lane. This change will take place from Highway 432 to the east corporate limits of Oskaloosa. On Market Street, the 3-lane conversion will be from 16th Avenue to 2nd Avenue.
Also to be changed will be traffic signal timings and implement coordinated signal plans by the time of day. Stop control signs at the east and westbound approaches of south 17th Street (Highway 23) and 3rd Avenue East will be installed, and the current lights removed.
The council heard from Oskaloosa Fire Chief Mark Neff in regards to a new ISO rating from the Insurance Services Offices Public Protection Class Survey.
The Oskaloosa Fire Department received a Class 3 rating. The lower the score, the better the insurance rating is.
The department has worked to better their score in an effort to help reduce fire insurance premium costs for the citizens that they serve within 5 miles of Oskaloosa.
The Oskaloosa Fire Department had a Class 6 rating in 1996, which is below the midline of the rating system. The department worked and had increased their rating to a Class 4 by 2014.
Neff wants to solidify that rating but says that obtaining a better classification may be very difficult, as most Class 3 departments have multiple facilities.
The next scheduled meeting of the Oskaloosa City Council is November 5th, 2018 beginning at 6 pm.
