Water Board Holds Financial Planning Session
Oskaloosa, Iowa – The Oskaloosa Water Board held a special meeting on Monday, November 18th, 2019, at Water Departments facility along South 7th St.
On the agenda was a discussion about the utilities cash flow model. The Board discussed the PFM model that has been proposed, which does include rate increases to pay for projects to the water delivery system.
The Board then also discussed CIP [capital improvement project} changes. These changes include the purchasing of equipment and the time frame of those purchases.
CIP changes also included paying off debt early for some projects.
The next project for the Oskaloosa Water Department is the installment of the waterline along South 5th Street. That loop will help to support the new residential expansions that are taking place.
Replacement of a dump truck that has reached the end of its service life and when that would potentially take place was discussed. Water Department General Manager Kelly Hefner spoke about a scary situation driving the truck one day.
The Board then discussed a 2019-2020 budget amendment and began a discussion on the 2020-2021 budget.
Some of the amendments to the budget are line items that helped to break out the budget to add more clarity.
The Board then set a date of December 9th, 2019 at 4 pm, inside the Oskaloosa Water Department, to hold the public hearing for changes to the 2019-2020 budget.
