Mahaska Supervisors Approve Law Enforcement Agreements, Debate Keomah Village Police Protection Fees

The Mahaska County Board of Supervisors addressed several items during its March 17, 2025, meeting, held at the Mahaska County Courthouse.

The board approved the agenda and minutes from the previous meeting held on March 3. They also approved payroll changes within the sheriff’s department, including the removal of jailer Caleb Connor, effective April 2.

A key item on the agenda involved law enforcement agreements with local municipalities. The board approved a 28E agreement with the City of Leighton for police protection services for the 2026 fiscal year.

Discussion followed regarding police protection services for Keomah Village. Councilman Dion Young presented financial data and usage statistics, expressing concerns that the village’s proposed contribution of $14,990 was disproportionate compared to other communities. Young argued the fee should reflect actual service usage rather than solely being based on property valuation. He proposed an alternative payment of $5,928, based on call volume and population averages. Board members acknowledged the disparity and agreed to review the proposal before making a final decision at a future meeting.

Additionally, the board considered the assignment of tax sale certificates to Tierra Sterrett, and approved a utility relocation agreement with MidAmerican Energy. They also reviewed mitigation credit purchase agreements related to stream bank and wetland credits required by an Army Corps of Engineers permit.

The board reviewed and approved a quote from DENCO for culvert sliplining work.

The meeting concluded with committee reports and additional public comments.
