Oskaloosa, Iowa – The consent agenda had two items broken out for separate consideration after Councilman Tom Walling looked to have further clarification.

The first involved the support the city gives to Area 15 Regional Planning. After further discussion, the council passed the financial support measure for the upcoming fiscal year.

The other issue broken out from the consent agenda was the 3rd reading of an ordinance covering the removal of select stop signs throughout the city.

The first regular session item involved consideration of an ordinance that would rezone the property located at 202 South 11th Street. Its current zoning is set to R-2 urban family residential. The owners asked to have it rezoned to CC or community commercial district.

Concerns over spot zoning by Councilmember Jason Van Zetten, asking that the city review zoning regulations. In the end, the council voted 5-2 to pass the second reading. Council members Aaron Ver Steeg and Jason Van Zetten dissented.

Also discussed was city code as it relates to parking for personal and recreational vehicles. Concerns about possible problems with future enforcement sent the item to Planning and Zoning to review the current code, and to then send their recommendations back to the council.

The final item of the evening was a resolution that would authorize the retaining of private mowing services. The City disclosed that finding seasonal temporary employees had been a challenge, and was looking at the option to help keep equipment repair and replacement costs to a minimum as well.

The city asked for bids to mow Edmundson Park, Vanderwilt Park and the playground located on C Ave East near Grant School.

The council voted 7-0 to accept the bid for private mowing.

The council then went into closed session to discuss matters of a legal nature. After returning to public session, they adjoured.
