City Council Approves Payments For Infrastructure And Looks At Downtown Master Plan

On September 3, 2024, the Oskaloosa City Council convened for its regular meeting, presided over by Mayor David Krutzfeldt. All council members were in attendance, including Almond, Caligiuri, Comfort, Drost, Hermsen, Ibrahim, and Ossian.

Consent Agenda Approved

The meeting began with the approval of the consent agenda, which included the September 3 agenda, minutes from the August 19 meeting, and payment of claims for August 2024. Additionally, the council approved liquor license applications for the Fairfield Inn & Suites and United Way of Mahaska County. The Rock Island Tap’s request to extend its outdoor service area for events in September and October was also granted​.

Payments Approved for Ongoing Projects

The council approved a series of payments related to ongoing infrastructure projects:

$56,940.29 was approved for North American Specialty Insurance Company for 50% completion of work on the exterior of the Early Childhood Education and Recreation Center​.
Pay Application No. 3 for Blommers Construction, amounting to $22,860.30, was approved for work on the North G and North 4th Street Reconstruction Project​.
Wynn Company LLC received approval for a payment of $29,450 for work on the North Park Sanitary Sewer Improvements Project​.

City Advances on Key Resolutions

Several important resolutions were introduced and passed during the meeting. Notably, Resolution No. 24-09-127, which authorized an internal advance to the tax increment revenue fund, and Resolution No. 24-09-128, which approved the final plans for the North 6th Street and C Avenue East Storm Sewer Improvements Project. This project aims to replace failing storm sewer infrastructure, with a projected cost of $165,605​.

Additionally, the contract for the storm sewer improvements was awarded to KLC Construction, LLC, whose bid of $124,780 was significantly lower than the engineer’s estimate​.

Downtown Master Plan and Development Agreement

The council approved an agreement with Pathfinders Resource Conservation and Development, Inc. to update the Downtown Master Plan and historic district design guidelines. This project aims to enhance Oskaloosa’s downtown district by improving streetscapes, economic development opportunities, and historic preservation​.

In a separate development, the council supported a resolution regarding a development agreement with Edmundson North, LLC. The agreement is expected to contribute 20 single-family residential units to meet the city’s projected housing needs​.

Closed Session

The council concluded the meeting with a closed session to discuss legal strategies concerning ongoing litigation. Upon returning to open session, the meeting was adjourned​.

The next regular session of the Oskaloosa City Council will be held later in September.
