City Council Approves non-profit funding policy, Harvest Point Management Agreement

Oskaloosa, Iowa- The Oskaloosa City Council met in regular session Monday evening with Mayor Dave Krutzfeldt presiding. The Council tackled two big issues at its’ meeting Monday evening. The first issue was the adoption of a policy on whether or not to donate to non-profit organizations. The council was voting on a policy that would discontinue funding to non-profit organizations with the exception to a few organizations that provide tourism and economic development programs.

The policy allows for organizations to apply for funding, however they must follow a strict process. The policy includes a specific timeline of events that organizations will need to follow to be considered for funding. The proposed policy was met with little discussion or debate from Council Members. The Council voted 7-0 to pass the policy.

The second issue was that of the Edmundson Golf Course. The Council was voting on whether or not to approve a Management Agreement between Harvest Point  LLC and the City of Oskaloosa. In April, the Council voted to solicit bids for the purpose of privatizing the Edmundson Golf Course. One bid was received from Harvest Point Golf Course. The Council has held various meetings over the past few months to discuss and tweak a management agreement.

The proposed agreement called for the City of Oskaloosa to receive an annual payment of $8,500 from Harvest Point for 10 years with an increase in CPI each subsequent year. Harvest Point will also be responsible for Trash Hauling and utilities within the House at the Golf Course. The agreement states that the City of Oskaloosa will pay for the maintenance of irrigation system parts, golf course buildings, as well as “fixed equipment” such as air conditioners and furnaces. There was little discussion on this policy in the meeting itself however a work session was held before the meeting. The Council voted 6 to 0 with Council Member Smith abstaining to approve this agreement.

In other action, the City Council:

  • Unanimously approved a resolution establishing a three way stop at the intersection of High Ave West and North A Street.
  • Unanimously approved a resolution authorizing staff to receive bids for the North 7th Street and J Ave East Sanitary Sewer Improvements.
  • Unanimously Approved a resolution scheduling a public hearing for November 21st regarding levying special assessment against private home owners for weed cutting
  • Unanimously approved a resolution the completion of a Blue Zones Project Statement of Interest
  • Received a report from MCRF Director Sherry Vavra
  • Unanimously voted to go into closed session under Iowa Code 21.5.1.c to discuss legal matters

The next meeting of the Oskaloosa City Council will be on Monday November 7th at 6:30 PM in the City Council Chambers.
