City Council Approves East Mall Parking Lot Reconstruction
Oskaloosa, Iowa – The Oskaloosa City Council met for about an hour Monday evening, as they worked on an agenda centered on upcoming projects.
The council approved the plans, specifications, contract and estimated cost for the mall parking lot improvement project.
The plans were prepared by Garden & Associates for reconstruction of the east Mall parking lot and includes realigning High Avenue West.
The scope of the project includes new concrete pavement on the parking lot and the public street, sidewalks, curbing, and gutters with intakes and storm drains.
The Council then approved the resolution awarding the contract for the East Mall parking improvements project to TK Concrete Inc. in the amount not to exceed $260,336.00. A project contingency of $26,000.00 or 10% for the city manager to utilize in case of unforeseen complications.
Construction on the parking lot and realignment of High Avenue West is scheduled to begin mid April to early May, contingent upon weather.
Also reviewed was authorizing the city manager to execute and deliver all necessary documents with the transportation alternate program application for new sidewalks. This is part of the safe routes to school plan.
New sidewalks would be installed:
1) The northeast side of Pella Avenue from Green Street to Santa Clara Street
2) The east side of Santa Clara Street from M Avenue to Pella Avenue
3) The north side of D Avenue West from 1012 D Avenue West to Pella Avenue
4) The east side of North 3rd Street from Middle School to Recreation Trail
The total cost of the project would be $232,000.00, with the State reimbursing 80 percent of the grant.
Also discussed was the schedule of fees the city charges for various services, included was the charge for snow removal and changes to the rental fee for use of the bandstand.
It was recommended that the cost of Bandstand rental of $25.00 be eliminated. Also reduced was some membership fees at Edmundson Golf Course. The family fee dropped from $820.00 to $715.00. Junior (17 & under) fee went from $90.00 to $75.00. The only golf fee increase was Junior (18 -23) that went from $250.00 to $260.00.
