Oskaloosa, Iowa – As the battle in the Iowa State House rumbles on over school funding, negotiations between the Oskaloosa Teachers Union and the Oskaloosa Community School District is getting underway.

The OEA [Oskaloosa Education Association] was making its proposal this past week to the Oskaloosa School District for the 2015-16 Master Contract.

Those include changes in temporary leaves of absence, transfers, adjustment in insurance premium amounts, and salaries and salary schedules.

In the proposal to the district from OEA, “Delete the sentence ‘If per pupil funding for the Teacher Salary Supplement is reduced, the combined salary base will be adjusted subject to Chapter 20 bargaining status and impasse procedures'”.

The OEA is also seeking an increase in the Teacher Salary combined base from $34,165 to (5% increase). Also an increase for nursing from $31,015 to (5% increase). Teachers are contracted for 186 days per school year.

The Oskaloosa School District is asking for changes to the contract.

Elective medical procedures is one change the Oskaloosa Community School District [OCSD] is seeking. “Sick leave shall not be available to be used for elective medical procedures that can be performed during periods of the year when school is not in session.”

The OCSD is also seeking changes to health insurance and how it’s handled with an employee account in the State of Iowa Retirement Investors Club 403(b) Program.

OCSD is requesting no increase to base or incremental pay, and to adopt an additional salary schedule for new employees starting service after June 30, 2015, that allocates Teacher Salary Supplement funds equally to each employee.

This contract would cover a two year time-frame of 2015-17.

This is the first phase of contract negotiations.
