City Council Approves Reconstruction Of D Street

Oskaloosa, Iowa – The Oskaloosa City Council met on Monday to a short agenda, approving the appointment of Brad Hodges to the Oskaloosa Water Board. The unexpired term Hodges is filling ends June 30, 2020.

Approved by the Council was a professional services agreement with Garden and Associates, LTD. for the design of sanitary and storm water improvements near South L Street and South M Street. The amount for the agreement is not to exceed $40,000.00.

This agreement was initiated by the City of Oskaloosa to complete the design work for the sanitary and storm water sewer improvements near South L Street and South M Street. The project is to construct approximately 2,400 feet of sanitary sewer and 1,500 feet of storm sewer, South L Street (from High Avenue to First Avenue) and South M Street (from First Avenue to Seventh Avenue).

The last agenda item was to consider a resolution that would authorize the city to submit an application to the Area 15 Regional Planning Commission. The application is for STP (Surface Transportation Program) dollars to reconstruct D Street from A Avenue West to 6th Avenue West, which would be reconstructed in 2017 & 2018.

The proposed reconstruction plan includes new concrete pavement, ADA sidewalk and ramps, storm and sanitary sewer improvements, and aspects of the City’s Complete Streets Policy. This section of D Street is a minor arterial, which carries approximately 5,400 vehicles per day. As a result of the high volume of traffic, the existing asphalt over brick pavement is beginning to deteriorate.

The preliminary cost estimate for this project is $1,900,000 and the application requests 80% ($1,520,000) STP funding from the Area 15 RPC, with the City providing a minimum local match of 20% ($380,000) in Fiscal Year 2017 & 2018.

 The motion passed unanimously.

In staff reports, Oskaloosa City Manager Michael Schrock, who is also on staff for the South Central Regional Airport, reported that the SCRAA Master Plan for the new regional airport has been accepted by the FAA, and the environmental study will be the next step in the process.
