Oskaloosa, Iowa – The runoff elections in Mahaska County were Tuesday, December 3rd, and most every open city council seat was finally filled…with the exception of one.

In University Park, they resolved their tie from election night by drawing a name from the hat. Incumbent Harry David Graham was defeated when Mayor Pro Tem Arlen Phillips drew, now newly elected, Stephen Kelly’s name.

Stephen Kelly said that when Mayor George Toubekis informed him about what the process was going to be, “I originally thought that he was joking, that they were actually going to draw the name out of a hat, but here we are”.

Kelly said that this will be “a great opportunity and I look forward to serving the community”.

The City of Beacon will be required to resolve a tie in the runoff election by drawing the names from a hat. Charity Bru and Dwight Teeter both garnered 18 votes for the open council seat.

Three of the four seats open in Beacon were decided, Ron Kauffman, Cecil Smith and Richard Thomas each obtained enough votes for election.

Barnes City’s runoff election was a close one, with Gene Davis winning by two votes over Cedar Simmons.

All results are unofficial until the vote has been canvassed at 1pm on Monday afternoon by the Mahaska County Board of Supervisors.
