Oskaloosa City Council Approves Partial 911 Payment

The Oskaloosa City Council held its regular meeting on August 5, 2024, at City Hall, with Mayor David Krutzfeldt presiding. The meeting opened with an invocation led by the Mayor, followed by the Pledge of Allegiance. All council members were present for the session.
Public Comments

During the public comment period, Alicia Helm of 401 South Market Street raised concerns about the city’s outstanding 911 service bills, highlighting the importance of timely payments for essential services. Notably, the council set dates for public hearings on charges of selling tobacco to minors and for the North Sixth Street Storm Sewer Replacement project.

Second Avenue West Improvements: The council approved the final plans and specifications for public improvements on Second Avenue West. This project involves new pavement, ADA-compliant sidewalk improvements, and storm sewer upgrades.

South H Street Overlay Project: The council approved both the plans and specifications for the South H Street overlay and awarded the contract to Inroads LLC, whose bid was 8.7% lower than the engineer’s estimate. The project includes full-depth patching and an asphalt overlay, with an expected completion date by October 31, 2024.

911 Service Funding: A resolution authorizing a voluntary contribution of $275,325.68 to the Mahaska County Emergency Management Commission for fiscal year 2024 was a focal point of the meeting. Council members debated the city’s financial obligations to 911 services, with some expressing concern over past payments without formal agreements in place. The resolution passed, but the discussion highlighted ongoing tensions and the need for clearer communication between the city and county on this issue.

Sewer Bill Late Fees: The council considered an amendment to the city code regarding late fees on sewer bills. However, due to a procedural error, this item was postponed for further discussion at a later date.

Announcements and Other Business

The council announced several vacancies on city boards and commissions, including the Airport Commission and the Historic Preservation Commission. Council members also reflected on the success of the recent Sweet Corn Serenade, noting the high turnout and the positive community atmosphere.
