SCRAA Looking To Purchase More Land
Oskaloosa, Iowa – The SCRAA (South Central Regional Airport Association) met on February 27, 2020, where they heard from the public, hearing from Bruce Schiebout, asking board member John Bandstra in regards to the closing of 220th Street, and the impacts it may or may not have.
New board member John Bandstra, appointed by the Mahaska County Board of Supervisors, referenced a letter that the Supervisors had sent to the cities of Pella and Oskaloosa regarding 220th.

Bandstra stated that he tried to get the letter on the agenda for the meeting, “I’ve been unsuccessful.”
Bandstra said that in the 28E agreement, article 12 says best efforts by the parties to carry out of the provisions of the agreement. “In addition, Oskaloosa and Pella agreed to work with Mahaska County and good faith to resolve road relocations, which may be required. I guess my comment is, if we are not going to discuss such things, how are we working in good due diligence and at some point we probably should address as a board or from our attorney, who has the ability to close roads and condemn land because if there are issues with these closures, we’ve got to move very cautiously.”
The Board then approved a resolution appointing officers. Motion carried 4-1, with Bandstra in opposition.
The Board also received the agency’s audited financial statement for the fiscal year ending June 30, 2019.
The Board passed a resolution approving the Fiscal Year 2021 budget and submitting it to the cities of Pella and Oskaloosa.
The Board then went into closed session to discuss real estate. When the Board returned to open session, a resolution approving the fair market value for real property to be purchased from Elizabeth B. Barnard, or sole Trustee, or her successors in trust, under the Elizabeth B. Barnard Living Trust, dated September 25, 2009, and any amendments thereto. Motion carried 5-0.
It was moved by Gaul, seconded by Blomgren to approve Resolution No.43, a Resolution Authorizing the Execution of an Agreement Between the South Central Regional Airport Agency and Elizabeth B. Barnard, sole Trustee, or her successors in trust, under the Elizabeth B. Barnard Living Trust, dated September 25, 2009, and any amendments thereto for the Purchase of Real Property and Approving Application to Federal Aviation Authority for Land Acquisition and Authorizing Signature on Application by Board Officers. Motion carried 4-1, with Bandstra in opposition.
The Board then went into closed session a second time to discuss a potential real estate transaction on a different parcel of land.
It was moved by Gaul, seconded by Bandstra to approve Resolution No.44, a Resolution Approving the Fair Market Value for Real Property to be Purchased from the Ronald and Carol Van Heukelom Trust U/A/D August 11, 2014; Evelyn Van Heukelom as Trustee of the Evelyn Van Heukelom Revocable Trust Dated January 2, 1996; Fredrick F. Wohlstein and Karen J. Wohlstein Trustees of the Wohlstein Family Trust Dated May 6, 2015; and John Hiemstra or Mary Hiemstra, Trustees of the Hiemstra Family Living Trust Dated June 16, 2014, and Evelyn VanHeukelom as Trustee of the Evelyn VanHeukelom Revocable Trust Dated January 2, 1996. Motion carried 5-0.
