On May 27, 2014 at 8pm, an Ottumwa Police Officer on routine patrol observed a SUV occupied by four individuals, one of which matched the description of Olen James Brown who has an outstanding arrest warrant for Theft 2nd Degree. The officer performed a traffic stop on the vehicle in the north alley of the 700 block of Clinton Street. An unknown male passenger in the vehicle fled on foot with the officer in pursuit. During the foot pursuit, two passengers exited the SUV and fled on foot. The driver of the vehicle exited the vehicle but did not flee.

The officer pursued the unknown male on foot around the block at which time the male entered the driver’s seat of the SUV which had been stopped. The driver fled in the vehicle striking two garages and a parked car. The driver was not apprehended after fleeing in the vehicle. During the incident the officer deployed his taser possibly striking the unknown male as he was fleeing the scene in the SUV.

One of the passengers in the vehicle was later identified as Beau Brandi Simpson, age 32, address unknown, who has arrest warrants for Pre-Trial Release – Original Charge Conspiracy to Commit a Forcible Felony of Arson 1st Degree and Simple Assault.

The first driver of the SUV identified as Deborah Ann Peneueta, of 705 Clinton Avenue was arrested and charged with Driving While Barred.

Anyone knowing the whereabouts of Olen James Brown, Beau Brandi Simpson or the unknown male who fled the scene are asked to contact the Ottumwa Police Department at 641-683-0661.
