Mahaska County Supervisors For December 5

Oskaloosa, Iowa – The Mahaska County Supervisors faced a light agenda for December 5th meeting, with just three items that were not of the normal housekeeping type.

Julie Bak was on hand to give the annual progress report for Mahaska County mental health.

She presented the supervisors with the annual progress report that was submitted December 1st to the Department of Human Services for the fiscal year ending June 30, 2011.

“This is just a recap of what’s happened in the last year from the mental health CPC stuff,” Bak told the supervisors as the report covered fiscal years 2009, 2010 and 2011.

Bak explained to the Supervisors that legislative actions have changed the way they are delivering services. “We’re kind of just in a holding pattern.”

Bak told the Board that financially, mental health services were in pretty descent shape. “Where many counties are in the hole or soon will be.” Bak continued. “Part of that is because in 2009, our fund balance was below the 25% and our levy was 100%, and that’s the year we started a two year cycle.”

Bak stated that she expects to once again get Community Service and Growth dollars in 2012 as they did in 2011.

By rebating $56,000 back to the state, it put the end of the year fund balance below the 25% putting Mahaska County in line to receive approximately $796,000 for fiscal year 2012.

This accounting practice that is done lead to a discussion between Supervisor Ken Roozenboom and Julie Bak over how mental health is financed and ways that it could be improved.

Also approved were payroll changes for the Mahaska County Jail and also for Mahaska County Roads.
