Oskaloosa, Iowa – Mike’s Market and Deli got a green light on Monday night to proceed with the redevelopment of what was the ‘Wiggs’ location at 1308 A Avenue East.

The plan is to renovate the interior of the building and to provide new exterior siding and windows and to make site improvements.

One of the last hurdles the business needed to overcome was a requirement by the city to have 44 parking spaces available at the location.

A recent board of adjustment meeting chopped that number down to 18 parking spaces.

The owner is also being required to install new sidewalks along A Avenue East. The city then plans to spend fiscal year 2019 annual sidewalk funds to connect Mike’s Market and Deli to North 11th Street.

The council approved the 1st reading of an ordinance amending Chapter 1.20, General Penalty.

The change is being put in place due to the Iowa Supreme Court decision in State v. Young (Iowa 2015).

That ruling said that “legal counsel be provided to all indigent persons facing any offense where an incarceration is a sentencing option, including those facing incarceration as a result of violating city ordinance. It does not matter whether the city seeks imprisonment, only whether the ordinance contains the possibility of imprisonment.”

The next scheduled meeting of the Oskaloosa City Council is December 4th, 2017.
