Oskaloosa, Iowa – The Oskaloosa Water Board met in regular session on Monday, March 11th, 2019. At the end of their agenda, there was a closed session to evaluate the General Manager, which is standard practice for employment evaluations by boards or commissions.

Oskaloosa Water Department General Manager Chad Coon informed the board that he was resigning from his position effective May 3rd to take the General Manager position with Waterloo Water Works.

“It’s been a pleasure to serve here and I’m really grateful for the opportunity that was presented to me over 11 years ago,” said Coon in a statement to Oskaloosa News.

There will be upcoming meetings to fill the soon to be vacant position.

In other business, the board approved awarding water main replacement project for A Avenue West, Highway 432, and North L Street. The bid was awarded to KLC Construction in the amount of $593,080.00, which was 5.83% below the engineering estimate, and $25,000 below the next lowest bid.

The project is estimated to take 100 working days and could start in April of 2019.

During the discussion of wastewater operations, which included repairs on pumps and lift stations. Staff also televised South 5th and South 6th Street sewers to determine that sewer backup issues were the result of City-owned mains or private laterals. In both cases, it was determined that the issue was a private one, and the city owned mains were flowing properly.

Wastewater also assisted city staff with snow removal operations.

Staff also collected copper samples from various parts of the collection system due to a copper compliance schedule to meet. The excess copper may be coming from the William Penn University campus. A needed coagulant will assist in removing the excess copper until the campus is able to update the plumbing at the facility.

For the water distribution side, there were two leaks in the past month, with the first being at South 3rd Street and 1st Avenue East while the second leak, which was more significant, at South O Street and 11th Avenue West.

There is a potential leak at North Market and B Avenue East on the southeast corner. Water staff will coordinate with DOT to get this fixed.
