City Council Approves Next Step In Facade Improvements Program

Oskaloosa, Iowa – The Oskaloosa City Council met on Monday night where the next step in rehabilitating the downtown facades was discussed.

The first step by the council to was to set the boundaries of the blighted area. Those areas designated as lots 2,5,6,7, and 8 of the original plat block 20 as a blighted area in the city of Oskaloosa.

That area is located from the Smokey Row location, south and then west towards the mall along 1st Ave East.

The project is being broken up into two sections, with each applying for a $500,000 community development block grant through the state and federal government. The total estimated cost for the project is $744,665.

The city of Oskaloosa and the business owners will then pay the balance of the project.

After designating the areas of blight, the council passed a resolution advancing the costs for the urban renewal project.

Bradley Grafe from Area 15 Planning Commission discussed the City’s proposed application to the Iowa Economic Development Authority for the Community Development Block Grant as part of the Downtown Revitalization Fund.

The council approved a resolution authorizing submission of a community development block grant application for phase two of the Oskaloosa Facade Improvement Program.

Also approved:

*A resolution levying a statutory civil penalty for a first offense sale of tobacco products to a minor against Cork and Bottle, 309 A Avenue West, and Jiffy, 315 A Avenue East.

*A resolution instituting proceedings to take additional action for the authorization of a loan and disbursement agreement and the issuance of not to exceed $850,000 sewer revenue capital loan notes.

*A resolution approving the final plans, specifications, form of contract, and estimated cost for the D Street Reconstruction Project.

*Approved a resolution approving the preliminary plat of Marje Addition.

The council denied the vacation and sale of the North-South public alley adjacent to 1008 and 1010 B Avenue West.
