Dear friends in District 80.

The House passed an “Ultrasound Bill”. This bill requires an ultrasound be conducted before an abortion, and that the mother of the unborn child be given the opportunity to see the ultrasound and hear the heartbeat. The bill does not require the woman to see or listen, but the attending physician must certify that she was offered the opportunity to do so.

I’ve focused on bills and actions to ease the financial stress on small and rural schools.

* I authored a Bill that passed the House, to allow School Board Management funds, rather than classroom funds, for legal expenses.

* We submitted a bill to allow schools to use fractions of their cash reserve funds for classroom expenses without impact to the allowable growth calculations – an idea provided by Superintendent Brian VanderSluis.

* I’m negotiating a possible change in the Dept of Education rules that would allow schools to carry a negative unspent authority (beyond the present 2 year threshold) to 5 years before a school is forced to close. The school must demonstrate a measurable turnaround trend, and if we can agree, I will not push the bill I wrote for this purpose. This also would not require House, Senate or Governor approvals.

The national debt has exceeded $18 Trillion and the present value of the nation’s unfunded liabilities is estimated to be greater than $200 Trillion in 2015 dollars, or both totaling roughly $650,000 debt per man, woman and child. The Iowa House passed a resolution for an Article V Convention of States. Its purpose is to “impose fiscal restraints, and limit the power and jurisdiction of the federal government…” If ¾ of the States in the nation agree, this will become an amendment to our US Constitution. It passed the House, but its fate in the Senate is uncertain.
