Planning and Zoning Commission approves Pine Ridge Addition Preliminary Plat

Planning and Zoning held their meeting Friday afternoon with several items of discussion on their agenda
Oskaloosa, Iowa- The Oskaloosa Planning and Zoning Commission met in Special Session on Friday September 16th at 4:30 PM with Chairman Joe Caligiuri presiding. The first item on the agenda was a preliminary plat from the Oskaloosa Community School District. The District was requesting approval of the proposed Pine Ridge Addition.
The addition is an 8 lot development which will be used by the School District’s Construction Trades Class for future Construction Trade Homes. The Commission voted 5-0, with Commission Member Charlie Comfort abstaining and Commission Member Nick Messemer Absent, to approve the Preliminary Plat.
The next item was a request for rezoning from Mahaska Health Partnership. Mahaska Health was requesting for their property at 1212 E Ave East to be rezoned from R-1, Single Family Residential District to R-3, Multiple Family Residential District. The rezoning request was the result of Mahaska Health wishing to build and extend the hospital parking lot.
The proposed addition would add 68 new stalls to the parking lot. In response to concerns from residents, Mahaska Health Partnership CEO, Jay Christenson, reported that the hospital would be building a privacy fence to address some resident’s concerns over nuisances. The Commission voted 6-0, with Commission Member Nick Messamer absent, to approve the request.
The final item on the agenda was a request from Contractor Brian Booy for approval of a site plan for his property at 1510 Edmundson Drive. The plan included five residential duplexes and one single family home. Booy expressed concerns over his requirement to provide an 8 inch water main from 15th Ave West to the new development as well as his requirement to place a fire hydrant.
Booy noted that a fire hydrant was in close proximity to the new development. Fire Chief Mark Neff reported that the need for a fire hydrant was because the current fire hydrant near the development would not provide sufficient water pressure if there was to be a fire at the new development. After more discussion, the commission voted 6-0, with Commission Member Brian Booy abstaining.
