Supervisors Tackle Mental Health Region Changes

Oskaloosa, Iowa – The Mahaska County Board of Supervisors met on Monday, where the South Central Behavioral Health Region took center stage.

Supervisors Mark Doland and Mark Groenendyk were in attendance, while Willie Van Weelden was not.

Appanoose, Davis, Wapello, and Mahaska County make up the four county region.

When originally formed, each county had their own Central Point of Coordination or CPC. That position acted as the designator for county services.

In the four county region, Mahaska County Supervisor, Mark Doland, explained that one CEO is the single point of accountability for the region.

The governing board was seeking approval of a coordinator of disability services contract. The CDS contract, as well as the review form, were approved by the board in separate motions.

In another task for the South Central Behavioral Health Region, Appanoose County is seeking changes to the 28E agreement that bind the four counties into the region.

According to Doland, the proposed changes would be counter to the regionalization philosophy that the Iowa Legislature proposed, which ultimately lead to the mandated mental health regions. Doland says that all control would once again land at the feet of the county board of supervisors versus the region.

Doland made a motion to reject Appanoose County’s proposed changes to the 28E agreement. Groenendyk supported the motion, and the motion passed on a 2-0 vote.

Also voted down was Appanoose County’s proposed change for the coordinator of disability services review. Doland called it “counterproductive” at the regional level. The motion by Doland to reject the changes passed on a 2-0 vote.

Appanoose County was also seeking changes to the coordinator of disability services contract. Doland once again stated he believed the changes would put the position under local control versus regional control.

The motion to reject the changes was forwarded by Doland and seconded by Groenendyk, passing on a 2-0.

The Mahaska County Secondary Roads Department was seeking approval to purchase a new motor grader to replace an older piece of equipment.
Quotes for the replacement were received from John Deere and Caterpillar.

No decision was made on which piece of equipment to purchase.

The board approved the Mahaska County Employee Health Plan with Bearence.

*Approval of a 6 month liquor license for Eddyville Raceway Park
*Approved a variance request for setback at 2732 100th Street
