Goodbye dear friends in District 80,

We are ending this session by providing tax cuts to all but 4% of the population. We are making it illegal to sell aborted baby body parts in Iowa. Further, we have passed a bill that declares life exists at least by the time a heartbeat can be detected in the womb. We all know it happens at conception, but this is as far as we could get. We hope and expect the Iowa Supreme court to challenge it.

We have been counselled that the US Supreme Court is ready to accept changes to their 45year old Roe v Wade definitions of viability based on time. We also have 2 private legal firms willing to carry the battle to the US Supreme Court. We are also counselled that Iowa will be heard because of a thing called a “Petition for Writ of Certiorari.” It is the name given to certain appellate proceedings for re-examination of actions of a trial court, or inferior appeals court.

The granting of a Writ of Certiorari does not imply that the Supreme Court disagrees with the decision of the lower court. Such a writ only means that at least four of the justices have determined that the circumstances described in the petition are sufficient to warrant review by the Court.

The remainder of the session involves the Tax Bill and 8 budget Bills. When a budget Bill is done correctly, no one gets all that they want. So no one is happy. We will be working Saturday. We have worked to 5:30 am on one Bill, 12:15 am on another and who knows what’s next.

On a personal note, my Daughter Debbie is Graduating from Iowa State this Friday. Robert and David both have already. I am writing to you my last time as a public official. I’m looking forward to being a “has been” private citizen. I’m going to spend time with my wife, my Centerville son, Lonnie, and my remaining two children at home: Sarah and Joseph.

You have honored me by electing me three times to represent you. I was warned that if I wanted a friend in Des Moines, I should bring a dog! It wasn’t that bad, I made a few. I am so grateful to those who helped me get elected. I hope I didn’t disappoint you. I am very replaceable though. The hole I leave will be like the hole left when you pull your hand out of water.
