Focus Of Special Session To Correct Error

Oskaloosa, Iowa – The Oskaloosa City Council met in special session on Thursday, August 22nd, 2013 in order to correct an error in the previous meeting.

On Thursday night, the council voted to rescind the awarded contract for the C Avenue East and North Third Street Pavement Rehabilitation Project to Norris Asphalt Paving Company. The awarded amount was $765,365.00.

In the board packet, the error was described as a procedural error. In the resolution rescinding the award of contract, it describes how the error happened. “On August 19, 2013 a public hearing was scheduled pursuant to notice requirements of the Iowa Code, however city staff did not have a formal action item on the agenda for the City Council’s consideration.”

It goes on to say, “The process to correct this oversight includes rescinding the award of contract and re-publishing a public hearing on the plans, specifications, estimated costs and award of contract prior to awarding the contract.”

The council approved rescinding the contract and then also approved a resolution ordering publication of notice of hearing on plans, specifications, estimated costs, and award of contract on the C Avenue East and North Third Street Pavement Rehabilitation Project.
