Joy Ann Jolley, 92, of Oskaloosa, died Sunday, September 18, 2016, at Crystal Heights Care Center in Oskaloosa. She was born Monday, June 30, 1924, in Grinnell, the daughter of Roy Edward and Katherine Buchanan Bates.

Joy graduated from Grinnell High School with the Class of 1942 and later graduated from the University of Iowa in 1947.

On December 10, 1949, Joy was united in marriage to Ray Jolley in Grinnell and they later divorced.

Joy worked as a social worker for over 44 years. She worked first at U of I Hospitals for two years. She then moved back to Grinnell where she worked at the Social Welfare Office for a year, from 1955-1970 Joy worked out of the Mahaska County office in Oskaloosa. She later worked as a Mental Retardation Specialist for the Wapello County Social Welfare Office and lastly in Des Moines until her retirement in 1986. From 1989-2000, Joy worked as a social worker with Marion County Care Center.

Joy was a member of St. Mary’s Catholic Church in Oskaloosa, a 50-year member and charter member of P.E.O. Chapter NN, Who’s Who in America and Who’s Who Women of the Midwest. She licensed the first foster home in Mahaska County in 1955.

Joy is survived by a sister, Jean Nelson of Spartanburg, South Carolina; and several nieces and nephews.

She was preceded in death by her parents; her ex-husband, Ray Jolley; a daughter, Barbara Koogler; and two sisters: Barbara Howell and Mary Olson.

Mass of the Christian Burial will be held Friday, September 23, 2016, at 10 A.M. in St. Mary’s Catholic Church in Oskaloosa with Revered John Spiegel officiating.
Burial will be in St. Mary’s Cemetery in Oskaloosa.
Open visitation will be held Thursday, September 22, 2016, from 1 – 6 P.M. in the Bates Funeral Chapel.
In lieu of flowers, memorials may be made to the Educational Loan Fund of Chapter NN P.E.O. or to the MHP Hospice Serenity House.
