Evelyn Joan Carter passed away surrounded by her family on Sunday, March 9, 2014, to be with her Lord and Savior, at the age of 84, while being cared for at MHP Hospice Serenity House.
Evelyn was born on April 13, 1929 at Rose Hill, Iowa to Clarence and Doris (Pearson) Winegardner.

Evelyn attended the Rose Hill School. She married William Perry Carter on July 28, 1946. They started their married life in the Lower Grove area, where their sons, Jimmy and Danny were born. After living in New Sharon and other central Iowa towns, they eventually moved to Oskaloosa in 1962.

You’ve heard the saying, “the glue that holds the family together”, Evelyn, with her savior, was that glue. She believed in the power of prayer and truly was a prayer warrior in the Carter family. Evelyn was a faithful member of the 1st Assembly of God Church in Oskaloosa and taught Sunday School for many years.

In Oskaloosa Bill and Evelyn opened Carter’s Steel Supply and Fabrication, later named Carter’s International Material Handling Equipment. Evelyn was the office manager for 25 years. During this time they began talking about developing a shopping mall in Oskaloosa. Evelyn’s remark was “without Christ it will not be possible.” As the dream became a reality, ATPIC (All Things Possible in Christ) would become the name of the shopping center that Bill and Evelyn designed and built in the 1970’s. One important place that they made sure to have in the mall was a non-denominational chapel, which could be used by everyone. Bill and Evelyn retired in the 80’s and started RVing, which they both enjoyed very much.

Evelyn, being married to a Carter, was naturally a race car fan, with Tony Stewart being the one she cheered for every week, even up to her last days at home. She fought the good fight, finished the race and her reward is waiting for her in Heaven (1 Corinthians 9:24).

She is survived by a son and his wife: Jimmy and Becky Carter of Oskaloosa; a daughter-in-law (Dan’s widow): Karen Carter of New Sharon; 9 Grandchildren: B.J. (& Julie) Carter of Oskaloosa; Shari (& JR) Wolver of Oskaloosa; Conrad (& Christina) Carter of Pinson, TN; Ebon (& Ranee) Carter of Boone, IA; Jeremiah (& Jozana) Carter of New Sharon; Elisa (& Doug) Klahsen of Pella; Joel (& Sarah) Carter of Springfield, MO; Jonathan (& Allyson) Carter of Chicago, Illinois; and Josiah (& Megan) Carter of Des Moines; 21 great grandchildren: Jayce, Cayden, Brayton, Carter, Jori, Jarrett, Tatum, Truitt, Laura (& Cesar), Anthony (& Jessica), Paige, Elizabeth, Hannah, Clayton, Evelyn, Annaleigh, Elaine, Josiah, Hudson, Mack, June; 4 great-great grandchildren: Alexandria, Isabella, Cesar, Connor; 2 nieces: Linda (Larry) Fleener, of Brentwood, CA and Mary Lee (& Don) McAdoo, of Chickasaw, OK. She is also remembered by two Christian telephone buddies, Marge Dickerson and Mable Whipple (who is now deceased).

She was preceded in death by her parents; her husband, Bill; her son, Danny; and a sister, Betty Timmons Galindo.

Funeral services will be held Thursday, March 13, 2014, at 10:30 a.m. in the First Assembly of God Church in Oskaloosa with Reverend Michael Dotson officiating.
Burial will be in the Forest Cemetery in Oskaloosa. The Bates Funeral Chapel is in charge of the arrangements.
Visitation will begin Wednesday morning after 10 a.m. in the Bates Funeral Chapel and the family will be at the funeral chapel from 5-7 Wednesday evening to greet friends and relatives.
In lieu of flowers, memorial contributions may be made to First Assembly of God Missions/ MHP Hospice Services.
