City Council Votes To Proceed On Façade Project Phase 2

Oskaloosa, Iowa – The Oskaloosa City Council is moving forward with plans to improve a second round of business facades in the downtown Oskaloosa area. On April 15, the council unanimously voted to approve a resolution for preliminary approval of plans, specifications, form of contract, and estimated cost for the project.

Information provided at the meeting states that the estimated cost of the second phase is $674,406.

“The project includes façade improvements for the following properties: 109 S. Market Street, 115 S. Market Street, 117 S. Market Street, 119 S. Market Street, 121 S. Market Street, and 119 1st Avenue West,” stated Mayor Dave Krutzfeldt, in reviewing the information provided to the City Council on the project.

Bids for the project are expected to be open on May 8, with the City Council receiving the bids for approval on May 20. If all goes as expected, construction could start as soon as June, with the completion by the end of the calendar year.

From 2017-2018, the City Council participated in a program which including the improvement of 18 separate facades between High Ave and A Ave, and North A and North Second Street.

The council approved the resolution relating to the project unanimously.

The council also tackled another issue that has been on the Council’s radar for the past year and a half. In 2018, the council began herculean efforts to improve the City’s sanitary sewer infrastructure system. The improvements came in response to mandates from the DNR, which aim to curb nitrogen and phosphorus deposits into the Mississippi River and the Gulf of Mexico.

Up for consideration at the April 15 meeting was a resolution approving and authorizing a form of Loan and Disbursement Agreement by and between the City of Oskaloosa, Iowa, and the Iowa Finance Authority. The agreement would be in the amount of $3,176,000 and would handle phase three of the sanitary sewers project.

The council approved the agreement on a unanimous vote.

In other action, the council:
• Approved a resolution levying an assessment against property owned by Wilda Collister, for clean-up to abate a nuisance.
• Approved imposition of a civil penalty against Jiffy for unauthorized sale of tobacco to a minor.
• Approved the Oskaloosa Creative Placemaking plan.
• Approved the appointments of RD Keep, Wyndell Campbell, and Mike Sereg to the Planning and Zoning Commission.

The next regular meeting of the Oskaloosa City Council will be on May 6, at 6 p.m., in City Council chambers.
