Oskaloosa, Iowa – After decades of planning and anticipation, the Southeast Connector Project, designed to enhance connectivity and traffic flow around Oskaloosa, is finally moving towards realization. The project aims to connect Highway 63 on Oskaloosa’s south side to Highway 23, alleviating congestion on 15th and 17th Avenues and improving access to the city’s industrial park and certified site.

At a recent public information meeting, Andrew Maguire, Mahaska County Engineer, alongside representatives from McClure Engineering, the lead consulting agency for the project, detailed the project’s scope, timeline, and significance.

“This project has been in the works for many years, with discussions dating back to the 1970s. We’re closer now than ever to turning dirt,” said Maguire. The Southeast Connector Project is part of a broader initiative called Mahaska Oskaloosa Driving Economic Success (MODES), which explores connectivity from the Southeast Connector to other major routes, potentially forming a complete beltway around Oskaloosa.

Key Features of the Southeast Connector Project

Route and Design: The two-mile-long connector will stretch from Highway 63 to Highway 23, utilizing parts of 267th Street and cutting new paths through farm fields where necessary. The design includes rural sections with ditches on both sides, ensuring efficient drainage and maintenance.

Intersections and Access: New intersections will feature turn lanes to accommodate traffic flow, with particular attention to the intersection near Highway 63 to facilitate truck movement. “We’ve realigned the intersection further north to improve truck access, addressing concerns about the previous design,” Maguire explained​.

Community and Landowner Support: The project has garnered support from local landowners, and critical partners in its development. “Without their support, this project wouldn’t be off the ground,” Maguire noted. Right-of-way acquisition efforts are ongoing, with plans to finalize agreements soon​.

Timeline and Funding

The project has secured a substantial funding boost from the Revitalize Iowa’s Sound Economy (RISE) grant, covering approximately 65% of the estimated $15 million cost. This grant marks the largest RISE grant awarded in Iowa’s history.

Design and Construction: Preliminary design work is nearly complete, with final designs expected by early 2025. Construction is slated to begin in the summer of 2025, spanning two full construction seasons, with completion targeted for spring 2027​.

Community Engagement

The public meeting featured a presentation followed by open-house-style discussions, allowing residents to engage with project representatives and voice concerns or questions. Tim Wallace, Project Manager from McClure Engineering, emphasized the importance of community input in shaping the project’s final design​.

Maguire expressed optimism about the project’s impact, highlighting the collaborative efforts of local government, the chamber of commerce, and community members. “This is a grassroots effort to bring about significant change for Oskaloosa’s future,” he said​.
