Mahaska County Supervisors meet in normal session

Mahaska County Supervisors meeting January 17, 2011

The Mahaska County Supervisors meeting was a longer one than usual. The Emergency Management and a Sales Tax Agreement took the bulk of the time at the January 17, 2011 meeting.

Robinson and the Supervisors spoke about how last year the commission increased the per capita to $1.50. Robinson said that the Board last year asked that he get the City of Oskaloosa on board, and Oskaloosa will be doing a budget amendment for fiscal year 2010-11. Robinson asked that the Supervisors do the same. Robinson stated that last year the commission approved $11,196.00, while the county budgeted $7,464.00. Robinson is asking for the Supervisors to amend their budget to provide the remaining balance.

Supervisor Gordy asked the reason for the extra. Robinson replied, “This would cover the Emergency Management Office being a full time office, as approved by the Emergency Management Commission.”

Supervisor Rozenboom, speaking of the full time status, asked Robinson, “When did that go into effect by the way?”

“The actual approval was last year, I’m not sure of the exact month and date, but because of the holdups with the City and the County as far as paying what was approved, it was kinda put on hold.” Robinson replied to Rozenboom’s question.

After approval of the amended budget, Robinson then put forward for discussion a proposal for changing the way HAZMAT is handled in the county. He provided information to the supervisors for consideration and further review in the future.

Sedivec has been working on his budget for the upcoming fiscal year. The conservation board recently elected their officers. He highlighted the Naturalist programs provided to the public during the month of December including nursing home programs and events at the nature center.

Sedivec also informed the Board about the large amount of bald eagles that are currently within Mahaska County. He stated that from the Highway 92 bridge down to Eddyville, during a waterfowl count, 958 bald eagles were spotted in that area. Mahaska is currently, at this point, hosting one of the highest concentrations of bald eagles in America.

    Mahaska County Supervisors spoke with Russ Reiter and Michael Schrock during their January 17, 2011 meeting

Oskaloosa School Superintendent, Russ Reiter, and Oskaloosa City Manager, Michael Schrock, came before the Supervisors to present updated agreements that would allow Mahaska County and The City of Oskaloosa to start receiving a share of the sales tax money that is currently retained by the school. The bond payment plan was well ahead of schedule and the school was able to refinance the bonds saving themselves $400,000 over the life of the bonds.

As referenced by all parties, ‘this is a win, win, win for everyone’, with the county gaining an addition 1 million dollars spread out, in payments,until 2017. With the Oskaloosa School Board already signed off on the plan and the Mahaska County Supervisors approving the measure, the last step would be for the City of Oskaloosa to pass the measure.

  • Highway 63 Coalition updates, nothing new since the November meeting. Discussion was in the nature of future funding and how to keep the project on track.
  • Appointed Jerome Nusbaum as the boards representative to the Highway 63 Coalition.

Nusbaum stated the county had purchased an additional 700 tons of salt, having expended 650 tons to date during the winter.

  • Salary Compensation Board Recommendations: Supervisors decreased their recommendation by 20%. Resolution passed.
