Mahaska County Supervisors Kick Off 2025 with Organizational Updates and Key Policy Decisions

OSKALOOSA — The Mahaska County Board of Supervisors convened for their first meeting of 2025 on January 2, addressing a packed agenda that included organizational updates, appointments, fiscal policies, and service agreements. The session, held in the third-floor conference room of the Mahaska County Courthouse, served as an opportunity to establish priorities for the year ahead.

Leadership and Organizational Structure

Mark Groenendyk was reappointed as chairman of the board, with Steve Wanders continuing as vice-chairman. The board also confirmed committee assignments for the year, ensuring oversight across a variety of county functions, including conservation, housing, and rural development.

Mahaska County Recorder and Auditor were sworn into their respective positions.

Policy Resolutions and Financial Oversight

Supervisors approved several key resolutions, including:

Official Depositories: Resolution 2025-01 was passed to formalize banking arrangements for county funds.
Record Retention Policy: Resolution 2025-02 established guidelines for managing county records efficiently.
Investment Policy: The board approved the county treasurer’s plan to ensure the secure management of county investments.

Additionally, the board deliberated on wage increases for county officials, ultimately approving a 5% increase for most elected officials for budgetary planning. The auditor’s compensation was discussed separately and tentatively set at a higher percentage to reflect the complexity and scope of the role. These decisions will undergo further review in the coming months.

Police Protection Funding Agreement

A major point of discussion revolved around funding mechanisms for police protection in smaller municipalities. After extensive debate, the board voted to continue using property valuation as the basis for cost-sharing. This approach aims to balance financial contributions across the participating cities while ensuring consistent law enforcement coverage.

Infrastructure and Safety Enhancements

The board approved the addition of seven mobile and two base radios for the Oskaloosa Water Department on the county’s SARA communication system. The integration of these radios comes at no cost to the county and is expected to enhance coordination between public safety departments and the water utility.

Legislative and Strategic Focus

Looking ahead to the legislative session, the board welcomed Representative Helena Hayes, who outlined key priorities for the Iowa House, including property tax reform, education policy, and mental health initiatives. Hayes emphasized the importance of collaboration between state and local governments to achieve transparency and fiscal responsibility.

Board Chairman Mark Groenendyk expressed gratitude for Hayes’ attendance, highlighting the value of open dialogue between county officials and state legislators.

Upcoming Meetings and Regular Operations

In keeping with tradition, the board will hold regular meetings on the first and third Mondays of each month at 9:00 a.m. The next session is scheduled for January 20, 2025.
